戦前、旧陸軍軍馬補充部があった官庁街通りは、「駒街道」という愛称で市民に親しまれています。通りに面した広場には、色とりどりの花で覆われた1頭の馬が、今まさに走り出さんと力強く立ち上がっています。美術館を訪れた人々を迎えるウェルカムブーケでもある《フラワー・ホース》は、馬とともにあった十和田の歴史や平和への祈り、未来への希望をも象徴しているかのようです。
