Hakumei (twilight) is a slightly bright time just before sunrise or right after sunset. It is also called a time when the existence and boundaries of everything become blurred.
It depicts how birds flapping their wings enjoy life in that vague and beautiful light by superimposing twilight with the present, where there are many people who feel unstable, from various social situations.
